Obama Announces A War Of Attrition On Gun Ownership

Via the Washington Times, here are President Obama’s 23 executive orders to address gun control.

The list is pretty long on asking American doctors – as though they were federal employees or something – to engage their patients on the issue of guns. Because Americans get to spend so much time talking to their doctors already, right?

1. Issue a presidential memorandum to require federal agencies to make relevant data available to the federal background check system
2. Address unnecessary legal barriers, particularly relating to the Health Insurance Portability and Accountability Act, that may prevent states from making information available to the background check system.
3. Improve incentives for states to share information with the background check system.
4. Direct the attorney general to review categories of individuals prohibited from having a gun to make sure dangerous people are not slipping through the cracks.
5. Propose rule-making to give law enforcement the ability to run a full background check on an individual before returning a seized gun.
6. Publish a letter from ATF to federally licensed gun dealers providing guidance on how to run background checks for private sellers.
7. Launch a national safe and responsible gun ownership campaign.
8. Review safety standards for gun locks and gun safes (Consumer Product Safety Commission).
9. Issue a presidential memorandum to require federal law enforcement to trace guns recovered in criminal investigations.
10. Release a Department of Justice report analyzing information on lost and stolen guns and make it widely available to law enforcement.
11. Nominate a new director of the Bureau of Alcohol, Tobacco, Firearms and Explosives.
12. Provide law enforcement, first-responders, and school officials with proper training for active shooter situations.
13. Maximize enforcement efforts to prevent gun violence and prosecute gun crime.
14. Issue a presidential memorandum directing the Centers for Disease Control and Prevention to research the causes and prevention of gun violence.
15. Direct the attorney general to issue a report on the availability and most effective use of new gun-safety technologies and challenge the private sector to develop innovative technologies.
16. Clarify that the Affordable Care Act does not prohibit doctors from asking their patients about guns in their homes.
17. Release a letter to health care providers clarifying that no federal law prohibits them from reporting threats of violence to law enforcement authorities.
18. Provide incentives for schools to hire school-resource officers.
19. Develop model emergency response plans for schools, houses of worship and institutions of higher education.
20. Release a letter to state health officials clarifying the scope of mental health services that Medicaid plans must cover.
21. Finalize regulations clarifying essential health benefits and parity requirements within ACA exchanges.
22. Commit to finalizing mental-health parity regulations.
23. Launch a national dialogue led by Health and Human Services Secretary Kathleen Sebelius and Education Secretary Arne Duncan on mental health.

Via the Weekly Standard, President Obama is also proposing another $4.5 billion in spending:

• $4 billion for the president’s proposal “to help keep 15,000 cops on the streets in cities and towns across the country.” (That is roughly $266,000 per police officer.)

• $20 million to “give states stronger incentives to make [relevant] data available [for background checks] … “$50 million for this purpose in FY2014”

• “$14 million to help train 14,000 more police officers and other public and private personnel to respond to active shooter situations.”

• “$10 million for the Centers for Disease Control to conduct further research, including investigating the relationship between video games, media images, and violence.”

• $20 million to expand the National Violent Death Reporting System.

• $150 million to “put up to 1,000 new school resource officers and school counselors on the job.”

Finally, Obama is asking Congress to issue a new, “tougher” assault weapons ban, ban magazines with capacities larger than 10 rounds, ban armor-piercing bullets, restrictions on semi-automatic weapons and “universal background checks” with few exceptions.

Put together, none of this means your guns will be confiscated. None of this means that guns, generally, will be banned. But it will narrow what sort of guns you can buy. It does mean that buying, possessing and carrying firearms in America is going to be harder.

Which is the point. Obama and his allies know outright bans won’t past muster, politically or legally, so they choose a war of attrition on gun ownership. They hope to make it so arduous, so fraught with political liability, that fewer Americans choose to do it.

The universal background check provision is particularly troubling. Now most private sellers must get a background check before they can sell their guns to another private party? That is going to put a serious dent in gun commerce. Which, of course, is the point.

    Ban on armor-piercing bullets: Not sure but would a 300 win mag bullet, which I use for deer hunting be considered a armor piercing bullet? If so, will we be going to slugs next year?

      Armor piercing bullets are bullets manufactured for the military that have a steel core as opposed to a lead one like that in hunting rounds. AP bullets should not be confused with full metal jacketed bullets.A full metal jacketed round is one that has the entire bullet in a copper casing which is used to reduce expansion of the bullet on impact. In hunting, expansion is desirable so as to kill the game quickly. The military uses FMJ bullets because it takes more personnel to care for a wounded soldier than a dead one.

      A ban on AP bullets would simply be a law looking for a crime as they are extremely rare in civilian use.

      Examples:

      Armor piercing: Usually has a phosphorous or some other incendiary property to allow the bullet to burn through metal.
      Steel tipped bullet: Aides in metal penetration.
      Teflon tipped bullet: Aides in fabric penetration.
      Soft point, most likely your .300 win, helps the bullet mushroom which creates a larger cavity in the body.

      The funny part about this debate is the demonization of intermediate rounds like
      the .223(5.56). Talk to most Vets and gun enthusiasts and they’ll tell you the
      .223 is very limited as a far as penetration is concerned. Your .300 win mag
      out performs .223 by leaps and bounds.
      If penetration is the determining factor on how “dangerous” ammunition is, then the .300 win mag is by far a more “dangerous” round then the .223.

        I would still think that a .300 win mag would penetrate most vests. I was just assuming that this was the intent of the words (armor-piercing). If this is the case won’t most every rifle used for sporting fall into that category?

          Yes, it would penetrate level IIIA soft armor which I think is rated up to .44 magnum. I can’t attest to a military/LE rifle plate(not sold to civilians). I’m sure it wouldn’t feel good if it did stop it.

          .300 win mag is a serious round and you are correct, if the gun grabbers were serious about their rhetoric, then we should be more concerned with the heavier bolt action rifles, which makes a lot of protective cover irrelevant: soft armor, cars, bricks, thin sheet metal….etc

    Obama is passing the responsibility of this issue to Congress, which seems to be his Modus Operandi for most issues.
    Besides spending more money, I can’t say I disagree with the executive orders. They seem fairly benign.
    I do have issue with his suggestions to Congress as you outlined. I just hope the NRA’s assertion that congressional votes will be absent to pass a new AWB and the additional garbage attached to it, is correct.

          If the bad guy has a twenty shot clip and you have two 10s you have already admitted you wouldn’t be at a disadvantage..Or would you?

    No Secession, No Impeachment! (Yet)

    Both the idea of secession, states withdrawing from America’s 223
    year old union, and impeachment, formal charges lodged against a president by
    the House of Representatives and trial before the Senate, have been widely
    discussed in America lately.

    Although both actions clearly have a great deal of merit, as of now
    neither would be a rational approach to the gravely serious issues facing our
    nation.

    As meritorious and satisfying as secession would be to many people,
    any state seceding would leave them and the country weaker in the eyes of our
    many world enemies and secession by a large number of states would leave us much
    more vulnerable to those enemies.

    In addition, the last time states decided to go their own way caused
    the Civil War which produced some 1,030,000 casualties all-told, an extremely
    high price to pay for a principle that could have been negotiated.

    Likewise, impeachment of the president could result in his removal
    from office for his multiple unlawful and unconstitutional actions over the past
    four years–with more threatened for the next four when he has “more
    flexibility”– and would be just punishment for America’s alleged “constitutional
    scholar.”

    However, practically-speaking, his Democrat Senate would no doubt
    exonerate him and, on the outside chance Harry Reid’s party has more integrity
    than it had in 1999 and the president were convicted, America would surely be
    subjected to an all-out race war as predicted and promised by Calypso Louis
    Farrakhan.

    So, it’s a conundrum.

    If any states secede, possibly bringing down the greatest nation on
    the planet with some states gaining very temporary independence and the danger
    of a very bloody war, would we as a people be better off?

    Or should we tolerate and resist the most oppressive and dictatorial
    chief executive in our history by engaging in peaceful co-existence and massive
    passive resistance?

    Do we fruitlessly attempt to impeach this imposter and certainly fail
    in convicting him thanks to his subservient Democrat cronies or do we postpone
    that fruitless effort, avoid the national upheaval it would cause, and work
    tirelessly to elect a Republican majority in both houses of Congress in 2014 so
    that we can not only impeach but convict him?

    So far, only seven states have met the threshold of 25,000 signatures
    required to petition the White House in order to say adieu to the United States:
    Florida, Georgia, North Carolina, South Carolina, Louisiana, Texas, and Alabama.
    Another 17 are still gathering names.

    Obama’s White House response? They rejected them all and followed up
    on Tuesday by raising the bar on “We the People” petitions from requiring 25,000
    to 100,000 signatures in 30 days. Next is probably a million signee requisite
    within 24 hours–before the White House rejects them.

    “Our states remain united,” according to Jon Carson, director of the
    Office of Public Engagement.

    Carson fatuously elaborated in reaction to the secession movement:
    “Free and open debate is what makes this country work, and many people around
    the world risk their lives every day for the liberties we often take for
    granted. But as much as we value a healthy debate, we don’t let that debate tear
    us apart.”

    What Obamian BS! By our leader’s design, the country has been torn
    apart since November 4th, 2008, we were shredded on November 6th, 2012, and our
    ultimate dissolution may be scheduled before 2016.

    The “healthy debate” referred to by White House lackey Carson
    actually relates to valid American grievances over Carson’s boss’ proven
    dedication to bankrupting the nation, undermining the Constitution, and the
    question of whether we should risk another civil war.

    That theoretical conflict could very well play into his hands, into
    his long-term plans to effect the total collapse of our government, economy, and
    society and to cede control of the United States of America to the Third
    Worlders at his United Nations. . . .
