How much power do public-sector unions have? A lot. A state appeals court decision last week shows how union bosses enjoy legal protection even as they work to subvert democratic decision making.

Like many cities, Vancouver, Wash., has debated how best to protect public safety. In 2007, the city’s elected leadership hired a new police chief to lead a struggling department. Those leaders—and, presumably, the people who elected them—wanted fresh ideas and leadership in the Vancouver Police Department.
