Port: Responding to term limits fracas, this bill would strengthen state’s ability to block ballot measures

MINOT, N.D. — A legal fight around a controversial constitutional amendment implementing term limits has prompted lawmakers to introduce a bill this legislative session giving the Secretary of State’s Office more authority to disqualify ballot measures.

Former Secretary of State Al Jaeger, Attorney General Drew Wrigley, and district court Judge James Hill all found evidence of fraud in the signature collection process that put the term limits measure on last year’s November ballot, but the state Supreme Court found that Jaeger’s process for identifying signatures as invalid was illegal.
