Part of the money would go to the States to offset their money woes. Why??? If the State Government cannot balance their budget, it means they did not plan properly and have to make cuts. I have to do that all the time at my household. Yet, Obama wants to reward a State that is run improperly. Typical Liberal thinking. We say we help them while we make them dependent on us. Everytime I think we hit a new low, the sinkhole opens up again.
