There’s a lot more fascist statism going on here that will be paid for by we the taxpayers.

Under the entitlement appeasing 1984 Newspeak HR2454 part 2 “CLIMATE CHANGE WORKER ADJUSTMENT ASSISTANCE” - is Section 426 “PROGRAM BENEFITS”:

(a) Climate Change Adjustment Allowance-

  (1) ELIGIBILITY- Payment of a climate change adjustment allowance shall be made to an adversely affected worker covered by a certification under section 425(b) who files an application for such allowance for any week of unemployment which begins on or after the date of such certification

  (5) WEEKLY AMOUNTS- The climate change adjustment allowance payable to an adversely affected worker for a week of unemployment shall be an amount equal to 70 percent of the average weekly wage of such worker, but in no case shall such amount exceed the average weekly wage for all workers in the State where the adversely affected worker resides.

(b) Employment Services and Training-

        (1) INFORMATION AND EMPLOYMENT SERVICES- The Secretary shall make available, directly or through agreements with the States under section 427(a) to adversely affected workers covered by a certification under section 425(a) the following information and employment services:

        (2) TRAINING-
        (3) Supplemental assistance-

(c) On-the-Job Training

  (2) MONTHLY PAYMENTS-
  (3) CONTRACTS FOR ON-THE-JOB TRAINING-

(d) Administrative and Employment Services Funding-

(e) Job Search Allowances-

i.e. those who lose their jobs via this job producing economically ruinous piece of legislation will be awarded ‘allowances’ and training.

Oh wait, there’s more:

            (A) IN GENERAL- In the case of any household which the Secretary determines experienced a reduction in purchasing power as a result of the provisions of, or amendments made by, the American Clean Energy and Security Act of 2009 (determined without regard to this paragraph and section 2201 of the Social Security Act)—

                `(i) INCREASE IN CREDIT PERCENTAGE AND PHASEOUT PERCENTAGE- The table contained in paragraph (1)(A) shall be applied by substituting `15.3’ for `7.65’.

                `(ii) INCREASE IN BEGINNING PHASEOUT AMOUNT- The table contained in paragraph (2)(A) shall be applied by substituting `$11,640’ for `$5,280’.

That is, EITC is going up, up, up! And

“All homes sales are conditioned upon an energy audit and a new energy rating assessment and energy labeling program for your home that’s outlined in the Democrats’ bill.  And if you thought you could improve your property with a fresh coat of paint and some granite counters?  Think again!  Now your home will be subjected to a new energy rating assessment and energy labeling program that will penalize you for older windows, original fixtures, and dated appliances.  So the Democrats’ bill would bring down the value of your home!”

I say it’s time now to start contacting our senators. If this bill passes all citizens are screwed. Next we can start working on getting the health care Obamanation destroyed.
