Savelkoul Proposes $50 million “Entrepreneur Trust Fund”

Dickinson – Stuart Savelkoul, candidate for the North Dakota State House of Representatives from District 37 Dickinson, has announced a job-creation plan that would wisely use a portion of the projected $550 million surplus and seek to stem the problem of out-migration at the same time.

“We need to find new ways to keep our graduates in North Dakota, and we need to spur new business to employ other graduates.  By setting aside $50 million of the $550 million state surplus as low-interest small business loans for entrepreneurs that are graduates of North Dakota colleges and universities we are creating sustainable reasons for young people to stay in North Dakota after graduation. These loans would come with the same repayment terms that low interest student loans carry,” Stuart Savelkoul stated.

In addition to the business friendly terms of repayment, an added incentive for these entrepreneurs is that if they employ three (3) other graduates of North Dakota colleges and universities, full-time (2000 hours per year), at a wage of at least $10 an hour, the remainder of the loan will be forgiven.

“It is true that half of all small businesses fail within the first two years, but if 500 successful new businesses can be created for a $50 million investment on the state’s part – that is money well spent.  We can only hope that each of those 500 businesses retains four graduates in the state and that we can forgive those loans. The economic impact of 2,000 productive taxpayers who would have otherwise left, in the long run, will far exceed the $50 million price tag.  And if it doesn’t work after a two year trial, we can try something else.  Government programs that do not work should not be kept around, but that should not stop us from trying,” Stuart Savelkoul explained.

Outline of the Plan

- $50 million over two years (2008-2009)
- 1,000 - $50,000 loans with a 6-month grace period and an interest rate tied to that of Stafford Student Loans (max. 8.5%) to graduates of North Dakota Universities who create a standard business plan.
- Loan forgiveness upon two years of full-time employment of three other North Dakota graduates.

What’s going to happen to US industry when the global warming extremists like John McCain double the price of electricity?  I would think all these factories will close and set up in countries where they aren’t scared of technology.

I agree with Whistler...this is pretty stupid.

If you want to encourage economic growth (and thus create more jobs and more employees) we need to give the people back more of their money.

Bringing in more businesses begins with putting more money in the pockets of citizens to spend.

And trying to solve outmigration is about as pointless as trying to solve poverty.

Our economy is booming.  I know you won’t believe (you’ll say something about Wal-Mart jobs) but it is.  Little jobs beget big jobs, and so the economy rolls.

Yeah, let’s just throw the money under the matress.

I don’t believe that Walmart is the best we can do, and we should create means for our own people to start businesses.

That is pro-growth.

Jeez freep, why do you think it’s up to you to decide how the money that other people earn gets spent?

I would propose that returning the money to the taxpayers will get spents or invested.

That’s a lot better than you investing in your toothpick farm.

You can’t be “pro growth” and then pick and choose what kinds of growth you want to allow.

If it helps our people more than just marginally.

All to often our policies don’t help people any more than the pro-dependency policies of the left.

What good is it to have a job if you can’t pay your bills?

We pay people to sit on their ass watching tv...making low interest loan avalible for people to start businesses with sounds like a much better idea to me.

Think of this as “priming the pump.”

There are a lot dumber ideas for spending it out there.

So, just to get this straight, you’re going to keep the budget surplus with the government instead of giving it back to the people to encourage economic growth?

That makes no sense.

You want to spark economic growth?  Give the people their money back so they can spend it.

Economic development is a crock.  Letting the government decide who gets assistance and who doesn’t is just a recipe for stagnant economic growth and corruption.

Just give the money to the people.  That’s conservatism.

Economic development is a crock.

So how are you gonna change the minds of the Governor and all the Republican (and so-called Republicans) legislators minds?

And I agree, we should give it back as a tax refund before we ever think of just sitting on the pile of money.

The best way is to point out to the people that it’s their money and they are entitled to get it back.
