North Dakota Legislature Condemns State Surplus To Death

BISMARCK, N.D. - Gov. John Hoeven wanted the Legislature to boost North Dakota’s general fund spending by 24 percent. So far, for its majority Republicans, that was just a place to start the bidding.

So far, the two chambers have endorsed proposals that would boost state general fund spending to $2.68 billion over two years, which is an increase of almost $692 million, or 34.8 percent, from current spending levels. Hoeven’s budget proposal suggested a mere $2.47 billion.


Typically, a governor’s proposed budget is a wish-list and when the state legislature is controlled by Republicans chop it down to a reasonable proportion.

As we all know, things are done a little differently in North Dakota. Here, the governor proposes a 24% increase and the Republican legislature tacks on another 10.8%.

You’ve got to be kidding me.

But...but...the budget has a bunch of one-time expenditures, right? You’re making needed capital investments, right, not permanent programmatic increases?

Being sarcastic, of course. Capital investments like a new prison, for example, require continued general fund spending to operate.

John Hoeven’s slogan for the Senate rate, 2010, “Spending North Dakota.” Except Dorgan can always outspend you.

And they appropriated money for expected cost… not actual cost.  We’ll see a story about 6 months before the prison opens saying that it’s costing $10 million more.
