My point is that Dollar Bill is an elected official of LA and is resident in the Parrish of Orleans. For such obvious criminal activity the Sheriff’s Dept can kick his door in, arrest his ass, and turn him over to US Marshals Service under RICO. He has quite obviously committed crimes of an organized nature, with monetary value well in excess of $1000, and has done so across State Lines. If the Feds are unwilling to do their job, then the Sheriff is empowered to do it for them. Once he is in the custody of USMS they can diesel him between lockups, allowing other jurisdictions to set hooks in his ass, effectively removing him from any position from which to continue his organised criminal activity.

If RICO can be used against street-level drug dealers it can be used to squash this cockroach.
