home school reimbursement in ND

there’s some banter going on about home schooling with respect to an issue in California. It just so happens I’m working on some ‘issues’ with our own personal home schooling in ND and stumbled upon this in NDCentury Code. Basically even if you home school the state still pays the school district. Honestly I won’t get into the issue of my property taxes going towards school which my children do not attend. I don’t fight that. It’s no different than my retired neighbors paying into the school through property taxes. So here’s what does make me scratch my head.

15.1-23-19. Home education - State aid to school districts. For purposes of
allocating state aid to school districts, a child receiving home education is deemed enrolled in the
child’s school district of residence if the child is monitored by an individual who is licensed to
teach by the education standards and practices board or approved to teach by the education
standards and practices board and employed by the public school district in which the child
resides. A school district is entitled to fifty percent of the per student payment provided in section
15.1-27-04 times the appropriate factor in section 15.1-27-06 or 15.1-27-07 for each child
receiving home education. If a child receiving home education is enrolled in public school
classes, proportionate payments must be made. The total amount may not exceed the
equivalent of one full per student payment times the appropriate weighting factor.

I just dont’ get that state reimbursement. For what? Just so the schools can still receive funding?

California Says “NO” To Homeschooling

Judge orders homeschoolers into government education Court:

“Family’s religious beliefs ‘no evidence’ of 1st Amendment violation.”

A California court has ruled that several children in one homeschool family must be enrolled in a public school or “legally qualified” private school, and must attend, sending ripples of shock into the nation’s homeschooling advocates as the family reviews its options for appeal.

“We find no reason to strike down the Legislature’s evaluation of what constitutes an adequate education scheme sufficient to promote the ‘general diffusion of knowledge and intelligence,’” the court said in the case. “We agree … ‘the educational program of the State of California was designed to promote the general welfare of all the people and was not designed to accommodate the personal ideas of any individual in the field of education.’”

The words echo the ideas of officials from Germany, where homeschooling has been outlawed since 1938 under a law adopted when Adolf Hitler decided he wanted the state, and no one else, to control the minds of the nation’s youth.

The State of California and increasingly the entire United States is demanding absolute control over our childrens bodies and minds. Children are no longer legally under the control of their parents to help them grow in their belief systems, these poor children are the de facto wards of “The State.” Rob’s newest daughter must be surrendered to the control of “The State” as to most things in her life and her parents are only the financial backers of these “State” owned children and if they resist or they will face losing their daughter and/or criminal prosecution.

We see this in Europe, Canada and now at last it has come to this country. Make no mistake: (1) This is part and parcel of “The State’s” open hostility, not towards people of faith, but specifically to Christ and the Church. They would never oppose any education program advanced by Muslims. (2) This is a product of Liberal-Socialism which runs wild in Europe and is “progressively” gaining near absolute power over our lives in this country. (3) No one can seriously doubt that all the legislation and judicial decisions that have advanced this agenda have been produced in the socialist stew pots of The Democrat Party Coven Oven’s, and it is part and parcel of their program to avoid the pitfalls of the former Soviet Union and Cuba and impose a perfect Socialist Utopia upon America and thereby using the graves of our Founding’ Father’s for their personal outhouses, wherein they can dump all the vile anti-Democratic shit they have been holding in their twisted constipated intestines for many decades.

A few people will complain, mostly Christians, angry at the public schools being used to indoctrinate their children in secular atheism, liberalism, militant environmentalism and homosexual “how to” courses, but enough secular conservatives will join with the courts and our liberal legislators and these protests will be vain exercises. We have lost our children to “The State,” they will kill them in the womb, control their bodies and minds and if ill, they will forcefully euthanize them - all for the children of course!

Found! The reason for liberalism

Tell me I’m not the first to be posting on this topic.  It’s so readily apparent, it’s essentially a no-brainer (no pun intended)

Liberals, as they are so affectionately known, are really just mad.  Barking- at-the-moon insane.  At least according to Dr. Lyle H. Rossiter Jr.

A doctor who is certified both in general and forensic psychiatry and has diagnosed and treated mental disorders for more than 40 years now has revealed, in his new book, “The Liberal Mind,” the real reason for liberalism, and it is this week’s top pick at Shop.WND.com.

Dr. Lyle H. Rossiter Jr. says the reason modern liberals think and act as they do is psychopathology.

Bird Boy Raised As A Pet!

I know it sounds incredible; but this is the first pictures of the ‘bird boy’ who was raised as a pet and can only communicate by chirping.

A seven-year-old boy who can only communicate by chirping after his mother raised him as a pet bird has been rescued by Russian care-workers.


Reports in Russian media claim the child, suffering from “Mowgli syndrome”, was found in a tiny two-room apartment that appeared to double as an aviary, filled with cages containing dozens of birds, bird feed and bird droppings.

Social worker Galina Volskaya, who helped rescue the “bird-boy” from his home in Kirovsky, Volgograd, told Russian newspaper Pravda that he was treated like another pet by his 31-year-old mother.

Because she never spoke to him, Ms Volskaya explained, the boy’s only communication was with the birds he was surrounded by.

“When you start talking to him,” she said, “he chirps.”

Why? What possessed her? I do not understand this!

FM 3-0 Operations for SAMS Students

1. The world is full of bad people. Mind you, not everyone is bad, but there are enough of them out there that we have to arm ourselves. Over the years, we’ve done a pretty good job of that. When the bad people scare us or hurt us, we have to whack them. This is hard, because you want to try and whack the bad people where they live and not where we live. Naturally, the bad people don’t want to get whacked, and they feel pretty smug because we aren’t mean enough to whack all of them at once. So we have to go over to where they live and whack them carefully. That’s why we have an Army and not just a Navy and an Air Force with trillions of dollars worth of super weapons. We don’t get such expensive weapons, because we break them a lot more rapidly. Even worse, the bad people can get close enough that they can whack Soldiers even though they get whacked a lot more.

2. Whacking bad people is dangerous. It’s also hard. It’s easier and safer to whack the bad people if you do it from the air or the ocean. That’s because the bad people can’t afford the super weapons that do stuff from there. That’s why we have to be nice to the Navy and Air Force; so they will whack bad people with great enthusiasm. Unfortunately, sometimes the Navy and Air Force get too enthusiastic at whacking people and they hurt Army Soldiers and other not so bad people that ended up in the wrong place. That’s why we have to spend a lot of effort telling them where we are and what we need them to do. We also try to stay out of their way when they are too busy whacking cities and countries and stuff. We also have to do a lot of explaining to civilian bureaucrats about what they need to do to clean up after the bad people get whacked. This is called “unified action” but it’s really like going over to the neighbors to apologize for breaking their window.

3. What makes this really hard is sorting out the not so bad people from the bad people. We try to whack the bad guys and miss the good guys. Of course, the not so bad people are all upset that we are over there whacking people. They want us to go back to where we live and leave them alone, unless the bad people are whacking them as well. They tend to go postal unless we help them keep their families alive and well. The best way to do that is to let their politicians and police do it while they stay out of our way. Unfortunately, their politicians and police screw this up a lot so we have to take time out from whacking the bad guys (or tricking the Air Force and Navy into doing that) and help out the not so bad people around us. Even though they won’t like us, sometimes they help us to find the bad people. This also helps us calm down the Air Force guys who would whack everybody at once. This is called “full spectrum operations.”

4. Even though we don’t get the super weapons that the Air Force and Navy get, we still have a lot of stuff and Soldiers. This is called “combat power.” None of this stuff is worth a nickel if somebody isn’t in charge. Hopefully they know what they are doing. When they do, it’s called leadership and it’s really important because most Soldiers just want somebody intelligent to take charge and get them back home in one piece. Inside the Army, we squabble about which part of the Army gets the most stuff. After a while, some really important general comes down and tells us to knock it off and “cooperate”. If we don’t, the bad people will whack us and even the Air Force won’t be able to bail us out. This is called “combined arms.”

5. The Army has a lot of processes that it is still trying to figure out. Don’t worry about these things. Just be happy if somebody actually gets you an order that you can understand in time for you to do something about it. If not, at least you can blame the higher headquarters. Most of the time, Soldiers are happy if they get fed, occasionally get some sleep and a shower and things aren’t too SNAFU. Soldiers also tend to be lazy unless they are motivated. This is “battle command.”

6. Really important generals are Soldiers too. They just get less sleep than the ordinary Soldiers. They have to try and figure out how to straighten out the big mess that all the politicians made. At the same time they have to decide how to whack the bad people and keep the not so bad people from going postal. If they do a good job, they get sent to the Pentagon. You don’t want to be one of them. This is called “operational art.”

7. Dealing with information is hard. The bad people don’t play by the rules and they lie… a lot. One screw-up on our part and all the not so bad people get all upset because the bad people make a big deal about it. We need to spend a lot of time telling the not so bad people why we are different than the really bad people. Usually they don’t get it. Meanwhile the media people are busy trying to uncover the giant government conspiracy that we are supposed to be running. Also every hacker and pedophile out there is trying to screw up our computers and radios. This makes it really hard. Meanwhile the Air Force and Navy are wondering what’s wrong, since it’s not so hard for them. Once in a while, somebody on our side figures out what we should be doing. This is called “knowledge Management.”

The proper use of “gotcha.”

This post was inspired, as one might guess, by RealityChallengedBob’s series of posts trying to establish how horrible the GOP is by citing scandals.

Well, as they say in the country, that dog won’t hunt.  Why?

Simple.  While they don’t always become public, scandalous behavior is regrettably commonplace.  It’s estimated that over a quarter of spouses cheat, and a similar proportion of students do the same in college.

In other words, if all were known, we could keep SayAnything locked up for years pointing fingers, knowing that millions take part in local, state, and national GOP and Democratic politics.  We would all end up wanting to take a bath after we were done, if we weren’t dead first.

So what’s the legitimate use of the “gotcha” story?

NBC Claimed Bush Allowed Al-Qaeda in Iraq Before War, Media Now Ignore Pre-War Presence

While it is currently conventional wisdom in the media that there was no Al-Qaeda presence in Iraq before the 2003 invasion, as evidenced by the media’s failure to correct Barack Obama’s recent claim that “there was no such thing as Al-Qaeda in Iraq until George Bush and John McCain decided to invade Iraq,” for several years dating back before the Iraq invasion, there have been media reports of former Al-Qaeda in Iraq leader Abu Musab al-Zarqawi’s connections to Osama bin Laden, and his use of Iraq as a base to plot terror attacks against other countries before the war. In fact, four years ago, the NBC Nightly News claimed not only that there was an Al-Qaeda presence in Iraq before the invasion, busy plotting attacks against Europe, but that the Bush administration intentionally “passed up several opportunities” to attack terrorist bases in Iraq “long before the war” in 2002 because of fear it would “undercut its case” for overthrowing Saddam Hussein. On the March 2, 2004 NBC Nightly News, Tom Brokaw introduced the report: “[Abu Musab al-Zarqawi] is widely believed to have ties to Al-Qaeda, and the Bush administration apparently passed up several opportunities to take him out well before the Iraq war began.”

And on the January 27, 2003 NBC Nightly News, after revelations of a plot to attack targets in Europe with the poison ricin, which was believed to have been hatched by Zarqawi in Iraq, correspondent Jim Miklaszewski reported that “U.S. Special Forces had plans to launch a covert raid against the Kirmadara complex [in northern Iraq], but Pentagon officials say it was called off because the Bush administration feared it would interfere with upcoming UN weapon inspections.”

Although some have tried to argue that Zarqawi did not declare allegiance to bin Laden’s Al-Qaeda organization until after the Iraq invasion, as far back as April 4 and May 16, 2001, AP’s Jamal Halaby reported that Jordanian authorities suspected Zarqawi, also known as Ahmad Fadeel Al-Khalayleh, of plotting attacks in Jordan, and relayed that Zarqawi was “believed to be in Afghanistan.”

On November 9, 2002, a London Times article by Roger Boyes and Daniel McGrory, citing Hans-Josef Beth of the German secret service BND, claimed that Zarqawi “used London as his base until Osama bin Laden ordered him to move to Afghanistan in 2000 to run one of al-Qaeda’s training camps.”

On December 18, 2002, after the arrests of several terror suspects in France amid fears of a chemical weapon attack, Sebastian Rotella of the Los Angeles Times reported that “A top Al Qaeda suspect said to be commanding a campaign targeting Europe is Abu Musab Zarqawi, a Jordanian reputedly knowledgeable about chemical warfare, according to German and Italian intelligence officials.”

Read the whole thing.  So, when it was politically advantageous for the lefties to claim that Al Qaeda was in Iraq before we deposed Saddam, they reported it; now that it’s politically advantageous for them to claim that Al Qaeda wasn’t in Iraq before we deposed Saddam, they reverse their field.  How convenient.

Police told Christians they had no speech rights in public park

A trial is scheduled to begin today in Elmira, N.Y., and lawyers for the defendants say it will be a test of whether the First Amendment affirmations of freedom of speech and freedom of religion still are valid in the United States.

“Choosing to exercise your First Amendment rights in a public place is not a crime,” Joel Oster, senior legal counsel for the Alliance Defense Fund said. “The government has no right to arrest citizens for exercising their First Amendment rights in public.”

I’ll bet most liberals and a few Conservatives (McCracken for instance) at SA will probably say that praying in a public park for homosexuals is a hate crime and the court should support the police in this matter. The fact is, whether it is on the Right or Left, America or anywhere else around the globe Christian faith in the public square and often even at home is being considered a criminal act.

The First Amendment was designed so that in the public square virtually any political speech or Christian Speech is protected unless used to encourage violent or other criminal behavior. As abhorent as it is, even if racists say they nate niggers, or extremists yell out that all faggots are going to hell, it is still protected speech. Further, even people of faith are supposed to have free access to the public square.

No more! Free Political Speech has been seriously abridged, so that it is a mere shadow of what it once was in this country. Christianity is regularly being denied acess to the public square and quoting Scripture, correctly or not, is now a matter for criminal prosecution if it violates anyones feelings.

Goodbye First Amendment, it was nice to have known you!

New York Overtaking London as World Financial Leader, Will Media Notice?

A truly remarkable and historic global event is occurring: New York is about to overtake London as the world’s leading financial center.

Yet, with America’s press convinced that the United States’ reputation has plummeted along with its dollar since George W. Bush was elected, it seems quite unlikely such revelations will see the light of day on this side of the Pond.

Fortunately, the Financial Times, one of the finest daily publications on the planet, isn’t constrained by such thinking, and reported Friday (emphasis added):

  London is losing its status as the world’s leading financial centre and being overtaken by New York, according to a global survey of finance professionals.

  The collapse of Northern Rock and the proposed tax crackdown on non-domiciled residents are making the UK less attractive to overseas businesses, according to the City of London Corporation, which commissioned the survey.

One would imagine this should be cheered by American press, correct? Well, although this was published in England Thursday evening, a Google news search identified only one American media outlet, Bloomberg, covering this story.

It will be very interesting to see whether more U.S. press members recognize this achievement in the next 24 hours.

It seems as if anything refuting the economic scareology of the lefties just doesn’t get reported by the MSM.  This should be front page news for anyone who loves America.

Hook’em Obamacans

...If the latest polling data are to be believed, those Republicans aren’t whispering in Texas, where 195 of the 228 delegates the state will send to the Democratic National Convention will be chosen in a primary and caucuses Tuesday.

As many as a tenth of the Texans voting in the Democratic contests could be Republicans, and overwhelmingly they favor Obama, a first-term senator from Illinois, the polls show.

“I ran for Republican precinct chair. I went to the Republican state convention,” said one of them, Donald Rau of Austin, who has already voted in early balloting. “In this election, I voted for Barack Obama.”

GOP support ‘no longer surprising’
A poll released this week by SurveyUSA of Verona, N.J., indicated that registered Republicans would make up 9 percent of Democratic primary voters next week. Michael Baselice, head of Baselice and Associates, a Texas polling firm, said that was in line with what his company was finding.

MC-CAIN STRATEGY IN THE PRESIDENTIAL BATTLE OF THE AMERICAN CULTURAL WAR

McCain, with Neo-Lib Hillary now burnt at the stake by Kennedy Liberals, is the presidential candidate of the desperate Podhoretz Neo-Cons and Leiberman Neo-Libs.  His puppeteer, that shrewd political trickster Charlie Black, to compensate for McCain’s core values being notoriously subversive to traditional Reagan Conservatism and Kennedy Liberalism, shall presumably follow Marxist strategy and tactics, to get McCain a date for the presidency or date for the Republican firing squad. 

This strategy shall be to miraculously transform Podhoretz Neo-Con McCain into a Reagan Conservative, to buy betrayal from Judas ministers for 10 pieces of silver, to buy betrayal from turn-coat Conservatives for promises of pork, to suppress internet freedom of speech by hook or by crook, and to orchestrate political collusion among the millions of Neo-Cons and Neo-Libs.

Then slanderous propaganda attacks shall be made against Obama’s youthful mistakes, his mother, his father, his religion, and his friends; and hate-baiting attacks shall be made against selected religious and political groups within his broad spectrum of supporters.  These deception strategies are all based on the belief that the majority of American voters are sufficiently gullible to be fooled.

But this strategy is flawed, because the leading Conservatives and Liberals have long recognized that their enemies in the American Cultural War are the Neo-Cons and Neo-Libs in the government, colleges, schools, news media, and Hollywood.  Their incessant subversion of traditional Christian culture and the Constitutional government has been intensifying since the McCarthy Era, when defeated as Marxists they evolved into crypto-Marxists, Neo-Marxists known as the Neo- Conservatives and the Neo- Liberals, to resume their relentless ideological struggle to gain political control over the social and economic resources of the America People. 
 
But it is well within the powers of the Reagan Conservatives and Kennedy Liberals, fighting shoulder to shoulder, to defeat McCain and expel the Neo-Cons and Neo-Libs, for the common goals of restoring their traditional Christian culture and Constitutional government.

There are two strategies to defeat the Neo-Cons and Neo-Libs. The first is a coordinated offensive, where both Reagan Conservatives and Kennedy Liberals vote for Obama. The second is for the Kennedy Liberals to vote for Obama; and for the Reagan Conservatives to vote for Ron Paul, Huckabee, and Romney as their write-in candidates.  The first strategy offers the additional benefit of quickly re-unifying the Republicans and Democrats spiritually, under their shared love of Christian culture and Constitutional Law, against the Neo-Cons and Neo-Libs who have so bitterly divided them.
