My response?

Duh.

The report, put out by the RAND Corporation, indicates that politicians should prevent rebuilding in areas that are likely to be flooded or destroyed by future hurricanes.  I’m not sure that’s the right approach.  I don’t like the idea of politicians telling me that I can’t rebuild on my own property.  I think the proper approach should be a “you can do it, but you’re doing it at your own risk” sort of policy.  Tell those who want to rebuild in the high-risk areas that they can do so, but if they do so they’ll be the lowest priority for rescue operations during the next disaster and they won’t be getting any government aid.

Because I don’t see why others should have to wait for rescue while the idiots who continue to put themselves in a position to be taken out by these storms get rescued, nor do I see why taxpayer dollars should be used to help them rebuild again and again.
