Amidst the recall circus a small proposition making its way through the California Legislature has gone largely unnoticed. This is Proposition 53. What is it exactly? It is a law that would require the California Legislature spend at least 1% of the annual budget on infrastructure projects such as roads, bridges and sewage plants.

Think about that for a minute. Isn't any government's main concern, one of the primary things taxpayers expect for their money, good roads and bridges? Why on earth would any government have to pass a law forcing itself to spend money where they're supposed to anyway? Wouldn't California especially want to spend money on bridges and roads with all the seismic activity in that area?

Perhaps they're too busy spending the money on driver's liceneses and translators for illegal aliens.
