I’m actually shocked that the number isn’t higher given that Chavez has shut down media outlets critical of his regime, banned all political parties but his own and has goon squads of local political loyalists using violence to enforce allegiance.

I don’t see these poll numbers as a positive for Chavez.  I seem them as evidence that proves he’s losing control.
