he said that Kerry’s service in Vietnam, which included putting himself in for medals and then throwing those medals (but not the ribbons!) away during an anti-war protest, qualified him to be President.

There is no single sentence in Clarks speech says anything of the sort. He merely points that Kerry’s service means he is a fighter, and that he would be a great commander in chief. He never said his service qualifies him.
