Ah, got to flag one. Dredging channels in order to keep ports and harbors operating is one of the few things the USG is supposed to be doing. The point of this article(about dredging in Destin, Fla)is the absolute inefficiency and incompetency of state and Federal agencies.
And as for it having to be paid for as a pork project, that is insane.
