Gee, the “Butcher of Baghdad” was formally a Head of State at the time, whether we liked it or not.  This guy is a terrorist, criminal, with a $10M bounty on his head by the Russian Government.

Zoli has a point.  Saddam was a head of state living, relatively, in the open.  This guy is a wanted and on-the-lam terrorist who is probably planning more attacks as we speak.
