He said he had accepted recommendations in the report to further guard against improper hiring factors.

The report by the Justice Department inspector general and the Office of Professional Responsibility concluded that a pair of high-ranking political appointees who are no longer with the department had violated department policy and the Civil Service Reform Act by using ideological reasons to scuttle the candidacy of lawyers who applied to the elite honors and summer intern programs.

Which federal law would that be? Sounds like a rather stupid law to me. Presidents should be able to shape the departments under their administration as they wish.
What you guys want is affirmative action for liberal lawyers.

5 USC 2302(b)(1)(E): Any employee who has authority to take, direct others to take, recommend, or approve any personnel action, shall not, with respect to such authority, discriminate for or against any employee or applicant for employment on the basis of marital status or political affiliation, as prohibited under any law, rule, or regulation.
The point is to prevent the civil service, the people that make government go, from being overrun with political hacks. Functional government is anathema to the Bush administration, so this particular violation of the law isn’t so surprising.

Subpart A, which states:
