HB 1348 - Removing “Public Gathering” Restrictions from CCW Permit Holders

This bill will allow people who hold a valid Concealed Carry Permit to carry a concealed weapon in places they are currently prohibited from carrying in that are defined as “Public Gatherings” in North Dakota law, such as Churches, College Campuses, and Public Parks.

What I’d like to see would be the ability to enter a restaurant that happens to serve alcohol, provided I don’t imbibe myself.

The only shame is that this isn’t being considered in my state.

I mean… it’s a pretty common-sense solution to me. We’re banning lawfully carrying citizens from carrying in all of the exact areas where people victimize innocents with gun violence.

I read your testimony, good job!  Couldn’t of said it any better myself. 

It turns out the chairman of the committee is my neighbor!  I emailed her this morning to request a pass recommendation, we’ll see how that goes.  What was the reception and mood of the committee when you testified?  It seems like the legislature rarely passes bills that come from committee with DNP stamped on them.

That’s great to hear, hopefully she’ll take the recommendation to heart.

Just before the next portion of the meeting started, she struck up a conversation with me about my organization and CCW Permits.  It was brief, unfortunately, as she had to get back into the meeting room.  Still was nice that she seemed genuinely interested in the cause.

Just heard back from Representative Grande, she said they are looking at a small amendment to the bill (don’t know what it is exactly) and getting it out of committee this week.  I’m assuming it will have a pass recommendation attached.

I talked to Rep. Grande and Rep. Dahl after the meeting, and they said the bill may be amended to allow CCW only at Campus Apartments, and not in the lecture halls/dorms.  A disappointment if that (or anything worse than that) were true, but the bill would still be a victory if it passes.
