Such a headline would lead a person to believe that the article has some quotes from experts expressing concern over our renewed diplomatic ties with a former terrorist state.

See any quotes from anybody who could be considered an analyst? Neither did I.
I'm beginning to think that when a media headline claims that "analysts" or "experts" are worried about something what they're really meaning to say is that whoever wrote the headline is worried about it and thinks the public should be too.
