That the car caught on fire like it did makes it pretty clear to me that this was an attack.
One criticism often made of Hollywood is the way they always portray cars bursting into flames after a collision. In reality, that almost never happens. That this car was immolated tells me that it was blown up or set on fire in some way.
Update: ABC is reporting that there may have been intelligence indicating this attack at Glasgow as far back as two weeks ago:

A US official told ABCNews.com that the intelligence reports led to the assignment of Federal Air Marshals to flights into and out of both Glasgow and Prague.

Why in the world would anybody want to attack Glasgow? That was a horrible city when I was there a few years back.

One of the guys that they took to hospital had some sort of explosive device on his person and the ER had to be evacuated. It seems that from current reports, the attacks this weekend were amateurish in their execution, which suggests that the Jihadists are scraping the barrel.
Terror, I was doing reviews for some Glasgow Hotels when I seen this on the news, I could not believe my eyes. thankfully no one was hurt apart from they idiots
