In fact, if you read them, they tell you "DO NOT LOCK YOUR LUGGAGE" because they actually have the right to break the locks if necessary to search your bags. I've gotten that slip in my luggage on several occasions. It doesn't really bother me that much...if you want to dig through my dirty underwear, be my guest.
