That’s rather less clear since I have no real understanding of the laws of Rwanda in effect at the time. Homicide and genocide (as understood under the Nuremberg precedent) most assuredly.

The former, yes. The latter (with the notable exception of the war crimes committed by the VC and NVA, viz Hue City), not.

It is indeed sadly true that the VC and NVA were never held to account for their war crimes.

But since the Vietnam War was in breach of international law (UN Charter and mandates, international treaties, and Geneva + Hague Conventions), then those responsible are certainly complicit in murder.

Make your case, preferably before a competent tribunal.
