What you’re seeing is the Senate Budget Committee meeting called by Senator Kent Conrad to mark up a budget. The committee meeting turned out to be a big nothing, with Conrad ultimately punting on his convictions about producing a budget, but the fact that Democrats didn’t even bother to show up is telling.
Senate Majority Leader Harry Reid has vowed not to let the Senate vote on a budget this election year, and clearly rank-and-file Democrats feel like they have a green light to ignore the budget process altogether.
House Republicans, of course, have produced a budget (which the Democrats, naturally, hate), and while we can all debate about whether or not that budget represents good policy, at least they put something on the table.
Hell, at least they showed up for work.
