One Vote In Congress, Two Different Spins From The Associated Press

It’s amazing how you can completely change the meaning of a story just by the way it’s told.
First this AP article about the energy bill:

Senate Republicans move on energy bill
WASHINGTON – The Senate was on the verge Thursday of approving and sending back to the House the first increase in automobile fuel economy in three decades and huge gains in ethanol use as part of a compromise energy bill.
Democrats were forced to strip away a contentious $21.8 billion tax package including billions of dollars in tax increases on the biggest oil companies because of determined Republican opposition and a White House veto threat over the new taxes.
Democratic leaders fell one vote short, 59-40, in getting the 60 votes needed to overcome a GOP filibuster. Sen. Mary Landrieu, D-La., was the only Democrat to break ranks.

And then this one:

Senate Republicans block energy bill
WASHINGTON – Senate Republicans blocked a broad energy bill Thursday because it included billions of dollars in new taxes on the biggest oil companies.
Democratic leaders fell one vote short, 59-40, in getting the 60 votes needed to overcome a GOP filibuster. Democrats said they would strip the taxes from the legislation to move the bill forward.

Did they move? Or did they block?
Who knows?

They moved it and then blocked it.
    Why are you surprised?

I guess it would be too much to ask if the headline read “Republicans, Democrats Compromise on Energy Bill”.

The Democrats wanted the bill to pass with the ethanol language intact, the Republicans wanted the corporate tax bit removed. Both sides got some of what they wanted. Heck, the first story even uses the word “compromise” in the body.
