North Dakota State Government Advertising For Regional Commissar

Why does the word “commissar” jump into my head when I read this job listing for a regional economic develop coordinator put out by the North Dakota state government?

Region IV Economic Development Manager/Planner Needed:

The Red River Regional Council, a four-county planning and development council of northeast North Dakota, is seeking an Economic Development Manager/Planner.

Major duties of the position consist of managing three existing loan programs, assist in developing new economic development programs, regional development planning, business plan development, preparation of reports, working with economic development boards.

The position provides an excellent fringe benefits package. Salary range is $45,000 to $55,000.
A Masters Degree in economics, planning, finance or business administration is preferred.

America is supposed to be a free market society, no?  If so, then why on earth do we have regional bureaucrats tasked with managing the local economy?
