The proposal outlined by John Kerry to the United States government was outlined within the pdf file, which was in the hands of the Vietnamese before being “aquired” by the United States military/intelligence inside of Vietnam. From the document and the proposals given to the Senate, there were no changes, no compromises, nothing but an endorsement from a United States Navy soldier for the United States government to accept the proposal in it’s current form.
