House Finance And Taxation Committee Considering Property Tax Limits

Today the House Finance and Taxation Committee down at the North Dakota legislature heard testimony on HB 1422 and HB 1558, both versions of the same idea: Capping local property taxes.
Now the committee will be considering these bills. Should the committee pass give these bills an up or down vote? Personally, I’m thinking they should both get a down vote.
Capping local property taxes sounds like about as good of an idea as Obama capping executive pay for companies getting bailouts. Both the executives of those companies and the local political officials have asked for bailouts. The executives asked the federal government. The local political officials are asking the state for a bailout. The executives got what they wanted, but now they’re getting what they didn’t want. Which is Obama capping their pay. The local political officials are in the same boat. They may get a big, fat bailout of their out-of-control spending from the state government. But they may well lose some of their ability to control local taxes.
Which is what I have a problem with.
I opposed regulating the pay of the executives. It wasn’t right that they got bailouts, but it isn’t right for the government to dictate compensation levels to the private sector either. Two wrongs don’t make a right. And the same goes for the property tax situation. It’s not right to bailout local spending with state money, but it’s not right to take away local control either.
I would just as soon not see any cap on property taxes even if we pass some sort of state bailout for local property taxes. But I’d also rather not see that state bailout happen either.

    how the ‘f’ can anyone at the state level thats fine with spending $1.2B say the locals are spending too much? The state is the FASTEST GROWING PORTION OF OUR GOVERNMENT!!! Combine EVERYTHING ELSE (everything……schools, local highway departments, park boards, cities, counties…. EVERYTHING) and we will see the local spending is NOT the real problem. The state is….. you know, the state run almost totally by republicans.

    im in fargo where 63% of my bill is schools. everything else seems to be ok.

    The US federal government imposes a progressive tax on the taxable income of individuals, corporations and partnerships. There are a few state governments that also impose income taxes. Since US tax law is not that easy to understand, you will likely need to take the services of a tax specialist. :)

    The state of ND is growing in population and significantly in revenue–our industry is getting more complex. The state must respond to the increasing needs for services and control/permitting etc. This takes people –whether we like it or not. If we like the increased revenue and business we must take the government that comes with it.

    Make your case for doing it some other way.

    This is reasonable to do provided the state can pass legislation that can contain and restrain the taxing districts from going over a given amount–that may be the amount that comes from the state.
    Do you have something that works better in mind?
