Is this real?

5% of Americans pay 60% of the income tax.
10% of Americans pay 70% of the income tax.

It looks pretty goofy to me.  My favorite quote, “I hope this is the first of many tranactions.”  Perhaps he meant transmissions?  At least it didn’t seem like a transaction, I didn’t get the guy anything in return.
