Excellent point. Does Kerry believe that we should be involving other countries and/or the U.N. when making decisions about how our troops are deployed in the world? This quote certainly supports that idea as does some of the things he's said in the past.
America's decisions should always be made by Americans in the best interest of America. Kerry doesn't seem to understand this.
Why are we withdrawing unilaterally 12,000 troops from the Korean Peninsula at the very time we are negotiating with North Korea -- a country that really has nuclear weapons?

Grammar issues aside, I found this application of the unilateral label interesting and even revealing. Perhaps Kerry believes that the U.N. should be involved in these kinds of military decisions.
I suppose that increasing the troop levels in S. Korea is a possible alternative. Except that action might also be perceived as unilateral. It could be that the Senator believes that unilaterally maintaining our current strength would be the best course of action.
