So Rumsfeld retaliated by naming Shinseki’s successor more than a year before his scheduled retirement, effectively undercutting his authority. The rest of the senior brass got the message, and nobody has complained since.

If I remember correctly the Cut to 10 active divisions happened as Part of the wrangling that created the balanced budget in the 90’s.  In fact my father was in the military at that tiime, and was fired (whatever it is the military actually calls it).
