Blacks don’t know what a “Nobel” prize is?
Blacks need help understanding “Carbon” Credits?
Blacks don’t pay attention, because it’s a “Whitey” issue?
Blacks don’t get the news in their “Gangs”?

Why Blacks??? Why do Democrats “really” think Blacks need “Special” Help here?

Why not Mexicans, Chinese, Indians, Native Americans, Irish, Italian, or Porte Rican??

Probably because they think the blacks are too ignorant to understand unless the information is put to them at a lower level.
If it weren’t such a chick-ish issue, they’d be doing the same thing for the women of America.

Repubicans are Racist, therefore are not willing to give people considered “Dumber” than normal the special help they so obviously require..
Democrats, in their caring, loving wisdom, recognise that not “all” people have the ability to understand the “complexities” of things like Gorbal Warming.. And will most certainly convene a “Special” Class. And, bring them into the fold of vast, human Consensus.
