Probably not.  What we DO need is an amendment to the Solomon Act applying its provisions, and sanctions, to municipalities and states.

If Berkeley wants to do this, fine by me.  However, the next time a huge storm or an earthquake destroys portions of the town, the government should politely inform them that they are on their own.
