Deliberative bodies, as all legislatures should be, should not be in the business of voting on measures they have not read and understood. Should such a vote be forced upon such a body, those who have not read nor understood the bill should vote “NO.”

One of the most notorious news stories of the past week was Democratic Congressman John Conyers’ ridiculing of the idea that he and his fellow legislators should actually read bills–here, the health care “reform” act–before voting on them:

I love these members that get up and say, Read the bill! Well, what good is reading the bill if it’s a thousand pages and you don’t have two days and two lawyers to find out what it means after you’ve read the bill?

The version of the health care bill that passed the House’s Energy and Commerce Committee on a 31-28 vote is here. I’ve spent some time looking at it and, unlike most people, I am professionally qualified, in theory, to understand it. But, at over 1,000 pages, it’s a pretty hopeless task.
So I would propose a simple, bright-line rule. In recent months many observers have said that if a company is too big to fail (i.e., in a pinch the government will bail it out), then it is too big to exist. I think there is a lot of merit to that idea. Here is my corollary: if a bill is too vast for a Congressman to read and understand, it is too big to pass. If a Congressman can’t read the bill, he shouldn’t vote for it. The appropriate response to any such legislation is: just vote “No.”

    Just the fact that this crap bill has not passed proves conservatism is far from dead. Obama’s whole effort is a classic demonstration of government trying to get out of a jam caused by administrative compulsion and subsidy — with, what else? More compulsion and subsidy. Blame Bush then demand even more government spending. That’s insane.

    Americans will become very angry if they discover that their health care is to be curtailed, particularly after they were promised that nothing would change and no new taxes would be needed. Meddling with health insurance when most Americans already have health insurance and are satisfied with their current arrangements does not go over well.

    As far as Obama is concerned it’s only your money, so piss on it. After all, that’s what he is doing.

    No, conservatism is like herpes. You never get rid of it, you just control the outbreaks.

    So you’re saying that because this historical, ground-breaking new program with enormous implications for the future didn’t pass quickly during the simultaneous juggling of several other huge policy items that conservatism is still influential?

    If conservatism had any influence left, we wouldn’t even be arguing about it. It would never have come up. Republicans wouldn’t be finally admitting that health care reform was needed.

    Talk about moving the goalposts. Obama pretty much stuck them up the republicans’ collective ass.

    The topic, in case someone forgot, is NOT the health care bill. It IS whether a bill — ANY BILL — should be voted upon if those participating in the vote have no clue what it contains.

    That said, CongressKritters who willingly vote in favor of any bill without reading it, understanding it, and possessing the ability to explain it in detail to those they represent should be hog-tied and run out of office. Not knowing the full content and possible implications of a bill CAN BE construed as a violation of the CongressKritter oath of office. Especially if the bill has a negative impact upon the nation.
