Weak Support for Renaissance Center in Fargo
Nearly 60 percent of Fargo adults oppose an extension of the Fargodome's half-cent sales tax to pay for a downtown arena and events center, according to an exclusive Forum poll.
For those of you not familiar with this issue, Cityscapes Development is proposing to extend Fargo's half-cent sales tax (conceived in the early 90's to fund the Fargodome) by 3.5 years in order to construct a $40 million Renaissance Center in downtown Fargo. The event center will be home to minor league hockey, concerts, ice shows and high school sporting events according to supporters of the plan.
I am all for a major downtown development project, but I am against this particular project for a couple of reasons:
1) The center still doesn't have one major tenant in mind. A minor league hockey team is expected to be said tenant, but no such team and no such league from which to draw this team has been established. In addition, Fargo already has a minor league hockey team (the F-M Jets) and no one cares about them. Bush-league hockey will draw zero interest in this town. Which reminds me of a note I found on the sidewalk outside of my apartment this morning:

If you are looking for puck-heads in North Dakota you might wanna float about 70 miles downstream on the Red. We don't like hockey and we never will.

2) By keeping our sales taxes high we are only driving more customers and tax dollars to the other side of the Red. Moorhead doesn't have a sales tax and if you don't think that affects business on our side of the river, think again. If we are going to take a hit by keeping our sales tax a half-cent higher, it better more than pay for itself. And in my mind bush-league hockey and the Ice Capades aren't going to cut it.
3) I feel this event center will water down the quality of concerts and national events for all venues in eastern ND from the Alerus Center to the Ralph to the Fargodome. Look at the quality of concerts the Fargodome had prior to the Alerus Center opening in Grand Forks and what it draws now. The Dome has been swimming in red ink since the late 90's (save for the most recent FY). It doesn't need another competitor regardless if Global Spectrum manages them both. I would rather watch Metallica once than Foreigner twice.
Currently there is a rumor floating around F-M that the planners secretly have NDSU basketball in mind as the major tenant and not minor league hockey, but don't want to scare off votes from the "anti-NDSU" faction around town. This is much more appealing given that it would guarantee revenues for the center and it would give Bison basketball a much needed change in venue if they are to be the slightest bit competitive in recruiting at the Division I level, not to mention their ongoing quest to find a conference. I am skeptical of this rumor for the fact that flat out embracing NDSU as a tenant would bring in more "yes" votes than "no."
For those reasons I am not ready to give this plan the thumbs up. Fargo needs to develop a better downtown like other cities its size in the region (i.e. Billings and Sioux Falls) but this plan falls short of those aspirations. We can't play around with $40 million of the taxpayers money without a financially sound plan that can exist in reality. That's why I'll be voting "no" on May 3rd.
